PROBLEM TO BE SOLVED: To obtain a congestion situation in an arbitrary place.

SOLUTION: This portable terminal 10B requests the responses from surrounding portable terminals 10C via an active type RFID. Then, the portable terminal 10B receives the responses returned from the surrounding portable terminals 10C via the RFID in response to the response request, and counts the number of responses. Subsequently, it generates count information based on the counted result.
