PROBLEM TO BE SOLVED: To provide a common-mode noise filter by which impedance of common-mode component can be increased. SOLUTION: The common-mode noise filter is provided with several insulating layers 11a-11e and first to fourth conductors 12-15 which are provided on the insulating layers 11a-11e. At least two magnetic layers 16 and two nonmagnetic layers 17 between the two magnetic layers 16 are provided on the upper and lower sides of the first to fourth conductors 12-15 respectively. Further, low-permittivity layers 18 are formed between the nonmagnetic layers 17. A third insulating layer 11c positioned between the second conductor 13 and the third conductor 14 is formed of a low-permittivity material containing glass.
