PROBLEM TO BE SOLVED: To provide an electrochemical capacitor for enabling control of increase in the internal resistance, after the charging. SOLUTION: The electrochemical capacitor 100 is provided with: a cell electrode 23, containing a material that can reversibly absorb and release calcium ions or magnesium ions; an active carbon electrode 13 having an absorbing surface 13a formed of active carbon to reversibly absorb negative ions at the absorbing surface 13a; and a separator 30 provided in between the cell electrode 23 and the active carbon electrode 13. The active carbon electrode 13, cell electrode 23 and separator 30 are immersed in electrolyte 40 and the electrolyte 40 is constituted with salt, containing calcium ions or magnesium ions and an organic solvent, containing a chained ester system solvent or ionic solution.
