SOLUTION: This visual processing device includes: a spatial processing unit (10) for extracting peripheral image information US from an input image signal IS; a special image detection unit (40) for outputting a special image effect adjusting signal DS in accordance with statistical information bias of the image signal IS; a continuous change processing unit (50) for outputting an effect adjusting signal MOD obtained by continuously changing the special image effect adjusting signal DS between frames; an effect adjusting unit (20) for outputting a synthesis signal MUS for differentiating the effect of the visual processing in accordance with the effect adjusting signal MOD; and a visual processing unit (30) for outputting a processing signal OS obtained by visually processing the image signal IS according to the image signal IS and the synthesis signal MUS.
