<P>PROBLEM TO BE SOLVED: To enable recording of high image quality even with a low bitrate. <P>SOLUTION: Low-bitrate compressed image data is recorded by a first encoder on a first recording medium, and rate control information of the first encoder is stored in a CPU. Also, high-bitrate compressed image data is recorded by a second encoder on a second recording medium. By decompressing the above second high-bitrate compressed image data and using the stored rate control information of the first encoder, the image data obtained by decompressing the high-bitrate image data is re-encoded by the above first encoder.
