PROBLEM TO BE SOLVED: To provide a cleaning device capable of preventing swarf remaining on the surface of a cleaning roll during its manufacturing process from sticking to an image carrier, thereby removing local charging failure and image defects resulting from the sticking of swarf, and to provide a process cartridge and image forming apparatus that use the cleaning device. SOLUTION: The cleaning device includes a first roll capable of being brought into contact with the image carrier, and a second roll capable of being brought into contact with the first roll.
