A user device comprises means for identifying the TA of the visited cell on the basis of the report information, judging means for judging whether or not the user device is permitted to carry out communication in a P-NW if th e identified TA is for P-NW, and means for transmitting a signal for request ing to update the TA to the one for P-NW to the base station of the visited cell if communication in the P-NW is permitted. The judging means judges whe ther or not the identified TA is for P-NW by checking common identification information common to P-NWs among information included in the report informa tion, and judges whether the communication is permitted by checking if the P -NW to which the visited cell belongs is the same as the P-NW in which commu nication by the user device is permitted.
