PROBLEM TO BE SOLVED: To provide a lightweight bag body for a temporary bank, which can be wound in a small roll shape, which can be easily conveyed by using a helicopter etc,. and which can suppress the amount of water flowing in from a bank-collapse section, by constituting the temporary bank in the bank-collapse section in a short period of time, a structure for the temporary bank, an anchor for mooring the bag body for the temporary bank, and a construction method for the temporary bank. SOLUTION: This bag body 1 for the temporary bank is formed in a baggy shape from a fabric material, the one side of which is coated with a coating layer composed of a rubber or a resin. In the structure 24 for the temporary bank, a connecting member 5 for every two adjacent bag bodies 1 is connected to one mooring cable 7. The anchor 18 is provided with a guide pole 20 for guiding a connecting ring 22, provided for the mooring cable 7, to a connecting portion. In the construction method, after the anchor 18 reaches the bottom of the water, the connecting ring 22 is guided to the connecting portion by the guide pole 20 and connected to it, and the bag body 1 is moored via the mooring cable 7.
