PROBLEM TO BE SOLVED: To transmit speech signal and control signal in multiplex manner while suppressing rising of cost. SOLUTION: The control signal is put in one or a plurality of specified time slots (for example, SL(0)) among a plurality of time slots SL(0) to SL(n), and the speech signal and control signal are multiplexed and transmitted on a time-division basis. Therefore, a multiplexing/demultiplexing means of multiplexing and demultiplexing the speech signal and control signal becomes unnecessary, and the speech signal and control signal can be multiplexed and transmitted while a cost rise is suppressed as compared with a conventional example of frequency-division multiplex transmission of the speech signal and control signal. Further, a specified time slot for the control signal is allocated at random, so the probability that a transmission error of the control signal is generated owing to a periodic noise or burst noise is made uniform in one frame to secure constant transmission performance without reference to characteristics of the noise.
