PROBLEM TO BE SOLVED: To provide an information recording medium capable of converting a format, while maintaining a seamless playback function to a seamlessly connected stream, and to provide a device and a method for recording information on the information recording medium. SOLUTION: A constrained format is provided for converting a first format (for example, MPEG transport stream) to a second format (for example, MPEG program stream). Seamless reproduction is realized by a third system stream (Bridge VOB) that is composed of one portion of each of two system streams to be connected seamlessly. The reproduction time of video information of a data management unit (Capsule), including the packet of a third system stream terminal, becomes not less than 0.4 seconds and within 1 second according to the constrained format.
