PROBLEM TO BE SOLVED: To provide a rubber composition having an excellent bonding property with steel cords having oxide skin on their surfaces. SOLUTION: This rubber composition contains 1 pt.wt. to 10 pts.wt. organic acid cobalt salt, 0.5 pt.wt. to 10 pts.wt. sulfur, 0.5 pt.wt. to 10 pts.wt. at least one of a sulfenamide-based vulcanization accelerator and thiazole-based vulcanization accelerator and 10 to 25 pts.wt. novolac type phenol resin based on 100 pts.wt. rubber component obtained by using≥1 kind of natural rubber, styrene-butadiene copolymer rubber and butadiene rubber, and is used by vulcanization-bonded with the steel cords.
