A method and apparatus for transmitting data in a channel of a wireless communication system are described. A data payload destined for a remote station is packaged into a plurality of subpackets. A velocity determination of the remote station is performed and if the remote station is slow or stationary, the plurality of subpackets is transmitted sequentially in accordance with channel conditions. If it is determined that the remote station is neither slow nor stationary, the plurality of subpackets is sequentially transmitted in accordance with predetermined delays.
