PROBLEM TO BE SOLVED: To prevent drunk driving by always monitoring at a low communication cost. SOLUTION: This drunk driving preventing device comprises an atmospheric alcohol concentration measuring instrument 10 for measuring alcohol concentration in the atmosphere in a driver's seat; a breath alcohol concentration measuring instrument 11 measuring alcohol concentration in breath by blowing a driver's breath; a drinking possibility notifying means 12 monitoring alcohol concentration in the atmosphere in the driver's seat constantly measured by the atmospheric alcohol concentration measuring instrument 10 and notifying a monitoring center when the alcohol concentration exceeds a predetermined threshold value; and a breath alcohol concentration transmitting means 13 transmitting data of alcohol concentration in breath measured by the breath alcohol concentration measuring instrument 11, to the monitoring center when the alcohol concentration in the atmosphere in the driver's seat measured by the atmospheric alcohol concentration measuring instrument 10 exceeds the predetermined threshold value.
