PROBLEM TO BE SOLVED: To retrieve a refuge place around a present place and a recommended evacuation route when receiving emergency broadcast, and to guide quickly the most suitable refuge place and the most suitable route from the present place to the refuge place. SOLUTION: The navigation device 10 includes a map database 111, a road database 112, a refuge place database 114, and an emergency-time action control means 107, and a route storage means 116. When a broadcast receiving means 102 receives the emergency broadcast, the emergency-time action control means 107 operates an emergency time operation mode, searches for the refuge place reachable in the shortest time from the current position and the evacuation route to the refuge place, on reference to the refuge place and the route stored in the route storage means 116 when current position information positioned by a positioning means 105 is a spot stored in the route storage means 116, and to the refuge place database 114 when the current position is different from the spot, and displays the evacuation route together with map information on a display means 103.
