<P>PROBLEM TO BE SOLVED: To output a pixel clock having a desired frequency. <P>SOLUTION: An input signal f<SB>k</SB>' having a desired magnitude and a stabilization time is generated by picking up the output signal f<SB>2</SB>of a first VCO 205e included in a PLL circuit and making a gain control amplifier 205g and a variable capacity 205h cooperate with each other. Thus, the frequency of the pixel clock PCLK output from a second VCO 205i is freely controlled.
