PROBLEM TO BE SOLVED: To efficiently allocate radio resources in a communication system combining a time division multiplexing technology and a frequency multiplexing technology. SOLUTION: A control section 107 forms a frame by time-division-multiplexing a time slot resulting from frequency-multiplexing a plurality of sub channels. The control section 107 sends an instruction to a radio resource allocation section 1072 and performs scheduling allocation at a sub channel block designated by a predetermined sub channel and a time slot in a scheduling term.
