PROBLEM TO BE SOLVED: To provide an organic EL panel capable of restraining both electrodes from short-circuiting. SOLUTION: The organic EL panel 1 has a laminated body 3 consisting of a first electrode 4, an insulating layer 5 partially covering the first electrode 4, an organic layer 6 formed on the first electrode 4, and a second electrode 7 formed through a mask with an opening formed on a substrate 2. A protecting wall part 7b surrounding the laminated body 3 is provided at a position opposed to a peripheral edge of the opening of the mask of the substrate 2.
