<P>PROBLEM TO BE SOLVED: To improve the motion vector search accuracy in an inter-frame differential coding system. <P>SOLUTION: A plurality of hierarchies of hierarchical images which have resolutions reduced by addition of adjacent images are generated, a full search is performed on a hierarchical image having the lowest resolution to select a plurality of search points, in order from a search point of the best search result; search is performed on a hierarchical image having the next lowest resolution at 9 search points in total of itself and 8 peripheral points; and search is performed on a hierarchical image having the next resolution at 9 search points in total of itself and 8 peripheral points with respect to the best search result.
