PROBLEM TO BE SOLVED: To provide a signal controller for inhibiting the display control of a signal light device by traffic actuated control from becoming an inadequate state. SOLUTION: Since the signal controller 1 determines whether to stop the current display at that time and make the display of the signal light device 2 advance to the next step on the basis of the number of vehicles existing in an intersection, the signal controller 1 stops the current display at that time to make the display of the signal light device 2 advance to the next step when a vehicle can not advance into the intersection but stops in front of the intersection.
