PROBLEM TO BE SOLVED: To provide a water turbine power generation device of high power generation efficiency capable of materializing stable high speed rotation of the water turbine, and a water turbine blade suitable for the same. SOLUTION: A water turbine power generation device rotating the water turbine by high water pressure of a water pressure nozzle comprises; a watertight water turbine vessel provided with the water turbine using water turbine blades characterized by cutout at a center part of a tip of the water turbine blade, a flywheel provided concentrically with a rotary shaft of the water turbine, and a water pressure nozzle for rotating the water turbine; a water feed pump and a water feed pipe for feeding water flowing down from the water turbine in the water turbine vessel to the water pressure nozzle; and a generator connected to the rotary shaft of the water turbine.
