<p><P>PROBLEM TO BE SOLVED: To solve a problem that, in a network in which a priority packet is transferred with higher priority than that of a non-priority packet, a network user contracts with a network provider for a band of the priority packet, and when the band of the priority packet is monitored by a band monitoring apparatus at an entrance of the network, then if a priority packet sent out by the network user has a band smaller than the contracted band, the network user cannot sufficiently use the contracted band. <P>SOLUTION: In a band monitoring unit 141 of a band monitoring apparatus, when a monitoring result determining unit 520 detects that the band of the priority packet is smaller than the contracted band, a DSCP determining unit 530 determines that the non-priority packet is a priority packet.
