PROBLEM TO BE SOLVED: To visually easily set and grasp a monitoring area when the monitoring area is set in a video monitoring system. SOLUTION: A monitoring area setting device of the video monitoring system includes: a monitoring area input part 113 which sets and inputs the monitoring area in an acquired monitoring video image; an area information acquisition part 114 which acquires information regarding the monitoring area; a color information setting part 115 which sets a color different from that in an original video image as color information of a transparent image for coloring the monitoring area on the basis of color information of the monitoring area; a transmission setting part 116 which sets transmission of the transparent image; and a control part 118 having a function of a transparent image superimposition control part which generates the transparent image on the basis of the color information and the transmission and outputs the transparent image to be superimposed and displayed on the monitoring area of the monitoring video image.
