PROBLEM TO BE SOLVED: To provide a polymer heating element excellent in long-term reliability and long-term durability. SOLUTION: The heating element is provided with a pair of electrodes 4, 4' pinched with a base-side base material 2 and a cover-side base material 3, a polymer resistive element 5 with PTC characteristics formed between the pair of electrodes 4, 4', and an adhesive layer 6 made of saturated copolymer polyester resin intercalated between the both base materials, the adhesive layer 6 is set at a melting point of 100°C to 150°C. Therefore, since a melting point of the resin used as the adhesive layer 6 lies within a range of 100°C to 150°C, the adhesive layer 6 can be formed in a uniform and stable thin-film shape on the base-side base material 2 or the cover-side base material 3 in a comparatively standard process such as a T-die extrusion method or an inflation method.
