PROBLEM TO BE SOLVED: To provide an information recording medium that makes forgery more difficult and to provide a reading device that can accurately decode confidential information from the information recording medium. SOLUTION: The information recording medium has an alignment layer 13 having a plurality of groove patterns parallel to one another comprising convexes and concaves formed on a scattering reflection layer 12, and an image forming layer disposed on the alignment layer 13 and having liquid crystal molecules, with the liquid crystal molecules aligned and fixed along the plurality of the groove patterns.
