PROBLEM TO BE SOLVED: To accurately and objectively evaluate a driving skill and to increase entertainment properties of driving itself. SOLUTION: A driving operation data creating unit 35 extracts a status of driving operation caused by only the operation of a driver of a car, based on real traveling behavior data representing a traveling status when the car actually travels in a predetermined section to a desired destination, and based on estimated behavior data estimating an ideal traveling status assuming that the car actually travels in the predetermined section to the desired destination; and the unit 35 creates driving operation data based on the extraction results.
