<P>PROBLEM TO BE SOLVED: To calculate power rate, while appropriately setting a lease rate to a power consumer to which a power storage system is introduced by lease, taking into consideration the benefit of the power consumer. <P>SOLUTION: A reduction performance value L by introduction of the power storage system is determined from a difference between a power rate predicted value A predicted on the assumption that no power storage system is introduced and an actual used performance rate B. The reduction performance value L is compared with a reduced rate set value th preliminarily set at the introduction of the power storage system to thereby determine, whether the introduction of the power storage system corresponds to a first case where the reduction performance value L exceeds the reduced rate set value th, or a second case where it is the set value th or smaller. In the first case, the lease rate of the storage system is determined to a predetermined basic value.
