PROBLEM TO BE SOLVED: To solve the problem that, even in a case where a plurality of kinds of data items are present, it is desired to summarize at least two data items while considering affinity in combination. SOLUTION: Sections from a MODEM section 24 to an RF section 20 transmit a packet signals each containing a payload. Furthermore, the sections from the MODEM section 24 to the RF section 20 specify presence/absence of retransmission control and a plurality of retransmission control types. It is determined by a radio control section 28, for the payload contained in the packet signal to be transmitted, to summarize a plurality of data signals, to summarize a data signal and a control signal, or not to perform summarization.
