PROBLEM TO BE SOLVED: To provide an internal combustion engine controlling device capable of maintaining drivability while suppressing generation of misfire at a low temperature.

SOLUTION: An ECU 20 controls a waste gate valve 40 to an open side during a response delay time from instruction of deceleration to control to reduce a target valve overlap amount to a moment at which the actual valve overlap amount to reaching the target valve overlap amount corresponding to the deceleration instruction, and controls the opening of a throttle valve 50 to delay the response of the actual suction air amount reaching a target suction air amount corresponding to the deceleration instruction to cope with the delay in response.
