PROBLEM TO BE SOLVED: To provide a communication device mounted on a moving body, such as a vehicle, in which tracking of a route of a moving body for an extended period is difficult. SOLUTION: The communication device mounted on a moving body transmits packet information containing the information about a moving body. It comprises a common address memory part which associates and stores a common address assigned in common to other communication devices and the information representing a usable time zone in which the communication device can use the common address and which is different from the time in which other communication device can use the common address. It also comprises a transmission part which transmits the packet information containing the common address as an address for discriminating a transmission source during a usable time zone corresponding to the common address, and transmits the packet information containing an address different from the common address as an address for discriminating the transmission source during a time zone different from the usable time zone corresponding to the common address.
