The device has semi shells (37) articulated along a vertical rotation axle embedded in a pedestal (38), where the shells include a portion of toothed wheels arranged in the rotation axle. The shells are connected together by the wheel portion such that the movements of the shells are symmetrical. A ratchet or a self-blocking device e.g. handrail, allow quick locking of the shells and prohibit unlocking of the shells. Unlocking levers allow unlocking of the shells. A stop limits movements of the shells towards exterior. A return spring pushes the shells outward.
