Disclosed are: a fluorine-containing novolac resin represented by the general formula (I); and a fluorine-containing surfactant and a resin composition each comprising the resin. A material containing the fluorine-containing novolac resin or the like can exhibit desirable levels of leveling properties, wettability, permeability, stain resistance and the like when exposed to heat, moisture or a chemical substance such as an acid and an alkali during being processed or during being used as a product produced by processing the material. (I) -X-: -X': wherein R represents a substituent having a fluorinated alkyl group; R' represents a hydrogen atom or a methyl group; R'' represents a hydrogen atom or a non-fluorinated substituent; -X- represents any one of the above-mentioned four linkage groups; -X' represents any one of the above-mentioned three substituents; n represents an integer of 0, 1 or greater; and m represents an integer of 1 or greater, provided that the sum total of n and m is an integer of 2 or greater.
