An apparatus of removing fluorine and calcium of underwater is provided to remove at the same time the fluorine and the calcium efficiently using an activated nucleation. An apparatus of removing fluorine and calcium of underwater contains a first fluorine removal tub(10) forming a colloidal calcium fluoride, a calcium removing tub(12) adhering and growing a formed calcite to an activated calcite seed, a flocculation basin(13) cohering the calcium fluoride and the calcite by a coagulant, a settling tank(14) precipitating the calcium fluoride and the calcite in effluent, a seed activation bath(15) transferred to the calcium removing tub and a cavitation generator micronizing the calcite particle of calcite slurry in the seed activation bath and again returning this to the seed activation bath(16).
