PROBLEM TO BE SOLVED: To provide a blower fan device securing high reliability without mechanical play or looseness between a locking claw of a frame using magnesium or a magnesium alloy as its material and an engaging part of a housing, and to provide its manufacturing method. SOLUTION: An approximately circular intake port 14a is formed at an approximately the center of a bottom wall 14b of the frame 14, and an annular retention part 14f supported by two connection parts 14e is arranged at approximately the center of the intake port 14a. The locking claw 14g formed to the annular retention part 14f and an elastic force of a housing receiving part exert each other to tighten the housing 18 and the frame 14.
