PROBLEM TO BE SOLVED: To provide a water-soluble article having a higher wet strength than conventional ones without increasing the amount of binder used. SOLUTION: The water-soluble article is provided by substantially impregnating a practically water-dispersible fiber sheet containing pulp and a binder with an aqueous agent. The pulp having a fiber roughness of <0.18 mg/m is used. Preferably, the binder has a carboxy group and is contained to be 2-10 wt.% based on the fiber sheet. The aqueous agent preferably contains bivalent metal ions and an organic solvent. The pulp is preferably softwood bleached sulphate pulp. COPYRIGHT: (C)2009,JPO&INPIT
