PROBLEM TO BE SOLVED: To solve the problem that, when a mobile radio terminal moves from a cellular radio network to a radio LAN, communication cannot be performed efficiently between a radio LAN base station and the mobile radio terminal and a configuration for controlling antenna beams of the radio LAN base station is complicated. SOLUTION: A mobile radio base station 3 estimates a distance and an angle of direction from the mobile radio base station 3 to the mobile radio terminal 5 and notifies a database device 9 of information 8 on installation position of its own device. Then, the database device 9 notifies the mobile radio base station 3 of information on the installation position of the radio LAN base station 1 located around the mobile radio base station 3. The mobile radio base station 3 estimates a distance and an angle of direction from the radio LAN base station 1 to the mobile radio terminal 5 and notifies the radio LAN base station 1 of the estimated values as mobile radio terminal position information 6. According to the mobile radio terminal position information 6, the radio LAN base station 1 turns antenna beams toward the mobile radio terminal 5 of which the distance and the angle of direction are estimated.
