<p><P>PROBLEM TO BE SOLVED: To provide a high-voltage discharge lamp that can exhibit high withstand-voltage performance, using the same materials for a sealing material vessel and a pre-sealing glass member, while allowing lower starting voltage. <P>SOLUTION: A high-voltage discharge lamp 10 has a pre-sealing glass member 38 that is integrally formed of a metal foil encapsulating part 40 for covering a metal foil 32, an electrode-encapsulating part 42 for encapsulating an electrode 34 at the side of a base 30 rather than one end of the metal foil 32 and an external lead rod encapsulating part 44 for encapsulating an external lead rod 36 at the outer side from the other end of the metal foil 32 in a space of a sealing part 28, and a conductor 16 that is discharged between the metal foil 32. The electrode-encapsulating part 42 is fused to the base 30, and the outer circumferential surface of the external lead rod encapsulating part 44 is fused airtightly to the inner circumferential surface of the sealing part 28, while inert gas is filled in an airtight clearance 46 between the electrode-encapsulating part 42 and the external lead rod encapsulating part 44.
