<p><P>PROBLEM TO BE SOLVED: To provide a dynamic fluid bearing device which prevents a negative pressure from occurring even when the shock or vibration is applied, and improves the durability or reliability, and also to provide a spindle motor, and a recording and reproducing device, equipped with the fluid bearing device. <P>SOLUTION: The fluid bearing device 30 comprises a sleeve 32, a shaft 31, and a flange cover 33. The sleeve has a bearing hole 32d and a communication hole 32c to communicate with both the end surfaces. The shaft 31 is disposed relatively rotatably in the bearing hole 32d of the sleeve, and has the main body 31a, a flange section 32b whose major diameter is larger than the main body 31a, and a communication hole 31e to communicate with both the end surfaces of the flange section 32b. The flange cover 33 is disposed opposite the lower surface of the flange section.
