PROBLEM TO BE SOLVED: To convey a stable quantity of uniform developer to an area facing a latent image carrier regardless of a lapse of time by using a developing sleeve that has recesses and projections on its surface by blast processing. SOLUTION: The surface of the developing sleeve that conveys developer, composed of toner and magnetic carrier, to an area facing a photoreceptor is formed by blast processing. The surface has smooth recesses and projections so that the average surface roughness Rz is 20[μm] or greater, an average interval Sm between the peaks of the recesses and projections is 150[μm] or greater, and at most five projections of a height of 1[μm] or greater are present in a measured length of 0.2[mm].
