<p><P>PROBLEM TO BE SOLVED: To provide a surface scratch inspection method and surface scratch inspection device for a rolled material, surely detecting a surface scratch even when the leading end of the rolled material is caught in a delivery side roller. <P>SOLUTION: When the leading end of the rolled material 2 reaches the delivery side roller 4, the entry side carrying speed of the rolled material 2 is obtained based on the rotating speed of an entry side roller 3, and the delivery side carrying speed of the rolled material 2 is obtained based on the rotating speed of the delivery roller 4. An absolute value of the carrying speed of the rolled material 2 is obtained by an absolute speed detecting part provided on the delivery side roller 4, and when the delivery side carrying speed is close to the absolute value, a line rate is calculated based on the rotating speed of the delivery side roller 4, and when the entry side carrying speed is closed to the absolute value, a line rate is calculated based on the rotating speed of the entry side roller 3.
