<p>The device has a rotational group with a motor (4) and a couplably connected actuated generator (5). A change-over switch (2) is controlled by a tachometer (3) for switching-on of the generator and for switching-off of the motor. A unit is provided for optimal speed control at an upper speed range of the generator and the motor.
