A quantizer 122, and a plurality of down-samplers 124-1 to 124-N down-sampling the quantized output at a speed of (1/N) of the sampling rate of the quantizer 122 and shifting the respective phases by (360/N) degrees so as to provide a latched output, are provided. As a result, it is possible to carry out the same operation as for a polyphase quantizer using the down-samplers 124-1 to 124-N with a small circuit scale, while avoiding the variations in characteristics that occur as a result of using a polyphase quantizer.
