An optical waveguide device including a core and a under clad layer, and manufacturing method thereof is provided to remove an obstacle of an optical guide between optical waveguides. An optical waveguide device, and manufacturing method thereof comprises the followings: a first under clad layer(21); an emitting device(5) installed at an upper side of the first under clad layer; a second under clad layer(22) installed at an upper side of the first under clad layer; and a core(3) installed at a location in which a radiation of the emitting device can be incident in the upper side of the second under clad layer.
