PROBLEM TO BE SOLVED: To provide a production method where, for always using a raw material whose composition is not certain such as industrial waste in a large quantity, even in the case the content of C<SB>3</SB>A in the resultant cement clinker shall be varied, the influence of the variation in the C<SB>3</SB>A content exerted on the fluidity of cement paste is suppressed, and cement whose fluidity is low value and stable can be stably obtained. SOLUTION: After the firing of a clinker in a kiln, in any stage till cement in a final shipping stage is obtained, the content of free lime (f-CaO) in the clinker or the like is measured, and. from the result of the measurement, in the case the fact, that the cement obtained from the clinker or the like comprises f-CaO exceeding prescribed value decided as≤0.5 mass%, is predicted, for controlling the f-CaO content in the final cement composition to the prescribed value or below, a stage where an additional operation such as the mixing of the other clinker, having a reduced f-CaO is performed to the clinker or the like, is incorporated into the cement production process.
