PROBLEM TO BE SOLVED: To provide an ultraelastic and flexible-element member with the amount of elastic deformation limit exceeding the amount of elastic deformation limit of a conventional member, despite the same distance between supporting points, by folding back the member and increasing the substantial length of the member, without the use of high-strength steel more expensive than ordinary steel and hardly capable of securing quality of welding. SOLUTION: An integral connection is established in a folded portion which is provided at the axial end of a structural member composed of inner and outer cylinders. Thus, the amount of the elastic deformation limit is increased by setting the length of the structural member greater than the length of an installation location (the distance between the supporting points), so that the structural member excellent in restoration performance can be provided without the use of the high-strength steel.
