PROBLEM TO BE SOLVED: To improve accuracy and handleability of measuring moisture permeability applicable for a moisture resistant protection film having high moisture-proof property. SOLUTION: Light is emitted from a light source 11 to an alkali metal thin film 10, and a light receiver 12 receives the light which transmits the alkali metal thin film 10. When water vapor provided by a moisture provider 15 transmits the thin film of an measured object, this device is constituted so that the water vapor contacts with the alkali metal thin film 10. When the water vapor contacts with the alkali metal thin film 10 to hydroxylate the alkali metal thin film, its light transmittance changes. So, with measuring the change of reception light intensity at a light receiver 12 by a reception light intensity measuring part 13, a moisture permeability computing part 14 computes the moisture permeability from the variation of the reception light intensity.
