<P>PROBLEM TO BE SOLVED: To provide a screen display device allowing improvement of operability by an operator performing monitoring/operation of facilities/equipment, and allowing the mutual operators monitoring the facilities/equipment to efficiently perform information sharing, by providing a system for performing distinction as operation of a window to an important screen or a screen always often viewed in the monitoring/operation of various kinds of the facilities/equipment. <P>SOLUTION: In a display screen 10, each of an A screen-a D screen is a normal window 1, and an E screen is a specific window 2 always disposed in the rearmost face. Not only when operating (clicking) the B screen that is the normal window as shown in (a) but also when operating (clicking) the E screen that is the specific window 2 as shown in (b), the specific window 2 is disposed in the rearmost face, and becomes an active window 4.
