PROBLEM TO BE SOLVED: To provide a seat reservation device wherein a frequency or a time when a user takes action for seat reservation is reduced to improve convenience, and to provide a seat decision method and a program therefor.

SOLUTION: This seat reservation device for determining a winner of the seat reservation has: a means for expecting the number of reservation applicants; and a means for selecting a lottery method based on the expected number of the applicants.
