<P>PROBLEM TO BE SOLVED: To reduce consumption power of the entire communication system configured by a plurality of devices. <P>SOLUTION: An image forming apparatus to be monitored is set by a packet monitoring section 24 according to an electric power value of power consumed by each of a plurality of image forming apparatuses connected to power lines, and a signal transmitted to the image forming apparatus set to be monitored through the power lines is received by a packet receiving section 21. The packet monitoring section 24 judges whether or not the received signal is needed to be processed by the image forming apparatus which is the transmission target.
