A voice tone converting device for converting the voice tone of an inputted speech by using information corresponding to the inputted speech comprises a target vowel vocal tract information holding unit (101) for holding target vowel vocal tract information on the vocal tract of a vowel representing the target voice tone for each vowel, a vowel converting unit (103) for receiving vocal tract information including information on the phoneme corresponding to the inputted speech and on the time length of the phoneme and phoneme boundary information, approximating the time variation of the vocal tract information included in the vocal tract information including the phoneme boundary information with a first function, approximating the time variation of the vocal tract information on the same vowel held in the target vowel vocal tract information holding unit (101) with a second function, defining a third function by combining the first and second functions, and generating vocal tract information on the vowel converted by the third function, and a synthesizing unit (107) for synthesizing a speech by using the vocal tract information on the vowel converted by the vowel converting unit(103).
