A layout splitting method for reducing the time to be required to resizing is provided to reduce the time to be required to resizing by classifying the entire cell layout data regardless of instance and hiearchy structure into the domain which wants to changing the cell data and the domain which does not desire. A layout splitting method comprises as follows. The specific area(200) which wants to alter the cell pattern in the whole layout data(100) is set up. The cell data included within the specific area which is set up is extracted. The cell patterns of the extracted cell data are altered. The whole layout data comprises the upper cell data in which the minimum unit cells carrying the cell pattern information are combined. The change of the cell patterns alters the size or the structure of the basic patterns having minimum unit.
